My ceiling on the 1st floor is leaking, the 2nd story has no signs of water and our roof is 2 yrs old.?

We noticed this winter that our gutters were not working, but they are about 2 inches below the edge of the roof. I was wondering if it is likely that the water could be because we do not have a chimney cap on our fireplace, it is in the same room as the leak.
