Why is the AFL bothering to expand the number of teams?

It's not going to increase the competion, will only disadvantage already struggling clubs (Port Adelaide etc.) financially and through draft concessions and complicates the finals system and until both new teams are in creates a bye, probably changing the seasons entire structure. I dont see the point. I think 16 teams is a good number.
