Since light speed unaffected by movement of whatever emits it, how can observer be said to 'ride towards it'?

Light travels at the speed of light no matter what speed the craft is that emits it .If you had a ship travelling at 99%C then the light from it would still travel at C not C + 99%C.To the people in the ship the light would still leave the ship at normal light speed.
