Has it occurred to anyone that religion might have been created by the world's governments?

Judaism might have been created by King Josiah whose holy men "found" long-lost Torah scrolls and applied them throughout his kingdom. These scrolls' stories were apprently written by Moses, even though the scrolls also detail Moses' death and burial.
